Frosted Glass is the Answer. It totally diffuses the view, but still allows light in. I was able to achieve that exact look… without some exorbitant fee for a special order egress window to be made with frosted glass. An yeah, my window is dirty… window washing is one of my least favorite things in the world.

So I attempt to make my old DIY frosted windows look even more frosted in this video with the. I did three coats of the spray, leaving adequate dry time in between, to make the frosted part as opaque as possible. Above is the view from one of the sets of windows in my bedroom.
