Kiln-dried after treatment : Dry treated wood is ideal because you can confidently stain it right away with either oil- or water-based exterior stains.

If it is above ground use mortar or any such filler that will match the shade of your foundation.


If below ground then I would. The mortar should be of the same strength. It might hol but likely will only be a temporary fix. If possible, the best way to anchor a rack to a concrete wall is to drill through the entire wall, and anchor the rack using a large U-bolt with a metal support plate on the other side.
