You will hear a snap sound that trips the outlet and cuts off the power to the two plug connections. And it may sound like a stupid question but he may have tripped the breaker at some point. I think what you have is a half switched outlet. It will have trouble lights on it that will tell you whats wrong. My guess is that they were wired incorrectly.
